31 Proinsias De Rossa asked the Minister for the Environment if he will use his position as President of the EC Council of Environment Ministers to ensure that a major report on the environmental implications of 1992, prepared at the request of the European Commission, but now reported to have been suppressed, is published in full; and if he will make a statement on the matter.
The report in question was prepared at the request of the European Commission by a task force established by the Commission. It was presented to the Council of Ministers at their meeting on 28 November 1989 and was launched by the Commission at a press conference in the same month. I understand that there is no basis for the allegations that the report was suppressed by the European Commission and that the Commission have made a statement to this effect.
