Question:

97 Mr. Leonard asked the Minister for the Environment if he will allocate funds for main and county roads in proportion to road usage rather than mileage.

I do not propose to change the present basis on which discretionary block grants for regional and county roads are allocated. I would refer the Deputy to my replies to Questions Nos. 128 of 27 March 1990 and 223 of 25 April 1990. The 1990 grants include supplementary discretionary grants totalling £4.5 million, for improvement works, in recognition of the special needs of particular county councils in so far as the condition of their regional and county roads is concerned.
