Written Answers. - EC Extradition Arrangements Discussion.

Question:

14 Mr. Barry asked the Minister for Foreign Affairs if the General Affairs Council of the EC have discussed, or will discuss in the future, either formally or informally, the possibility of an extradition arrangement between member states after 1992.

Extradition has not been discussed in meetings of the General Affairs Council. It does not come within those areas for which the Council has competence.

However, within the separate framework of European Political Co-operation, the Judicial Co-operation Working Group monitors implementation of the European Convention on Extradition to which Ireland is a party.

In relation to 1992, no new extradition arrangement between the Twelve has been discussed. There is no direct link between developments in relation to "free movement" and extradition arrangements, which will operate as heretofore.
