Let me ask the Taoiseach whether the proposed amendment of the 1976 Wildlife Act will be taken in the current session.

We had hoped to take it but I am not sure at this stage if that will be possible.

Last Wednesday I sought information from the Minister for Finance regarding the commencement of works to develop Baldoyle estuary nature reserve. Question 75 on the Order Paper for that day refers. Due to the unsatisfactory nature of the Minister's reply I wish to raise the matter on the Adjournment.

I will be in touch with the Deputy concerning the matter.

I endeavoured to raise yesterday the question of Santry demesne. The question was ruled out of order because it was a local authority matter. In respect of the question I put yesterday I sought to discuss on the Adjournment the role of Government in relation to the preservation and future of Santry demesne and woods for the people of Dublin city and county. I put it to you, Sir, that it is a major role for Government and for the Taoiseach——

When does the Taoiseach expect discussions between the European Commission and the Government on the peripherality programme of the National Development Plan as it appertains to roads and transport to be concluded? Potential delays are impeding development.

I have raised this on a few occasions by way of questions and I keep getting the classic answer, it will be done some time.

It is not in order now.

It is now almost 12 months since the Minister for Health announced in the House that he intended to bring in regulations on the refund of drugs scheme. I understand the negotiations with the Pharmaceutical Society have broken down. Is it intended either to introduce the regulations or to withdraw them?

I am afraid that matter may not be raised now.

It appertains to legislation.

I would like to raise on the Adjournment the failure of the Minister for Education to implement the long needed improvements at Gairmscoile Colmcille in Indreabhán, Condae na Gaillimhe.

I would like to raise on the Adjournment the serious implications for the fuel industry, the workforce and the 240,000 consumers, of the regulations made under the Air Pollution Act and the anomalies resulting for the City of Dublin.

The House will be aware of the very serious situation between Lifford and Strabane last week when a car bomb blocked the road for seven days. Because of the need to have a Garda checkpoint restored there, I hope to raise this matter on the Adjournment this evening.

I will be in touch with the Deputy concerning the matter. I have facilitated the Deputy quite recently in respect of it.

I seek permission to raise on the Adjournment the issue with regard to solicitors' education and, in particular, two items, the status of those solicitors who have qualified since 1984 to the present and the continued use of artificial devices by the law society to prevent and control access to the profession.

On the Adjournment I would like to raise the takeover bid by a private consortium for CIE tours.

I would like to ask the Taoiseach, in view of the failure of the Minister for the Environment and the Minister for the Marine to clear the wreck of the Bardini Reefer out of Castletownbere Harbour——

They want the wreck of the Bardini Reefer cleared from Castletownbere Harbour once and for all.

I wish to raise on the Adjournment the ongoing work to rule in the FÁS offices in Limerick, Waterford and Cork and the implications for 11,000 people if it continues.

I seek to raise on the Adjournment the need for the Government to review the operation of the Criminal Injuries Tribunal in view of the fact that the VHI are no longer offering cover to people who sustain personal injury in the course of a crime.
