78 Proinsias De Rossa asked the Minister for the Environment if he has any plans to allocate resources for the library services in Dublin; and if he will lift the embargo on recruitment of staff for same.
The provision of resources for the operation of the library service is the responsibility of the library authorities. In the case of expenditure incurred by such authorities on loan or leasing charges for library purposes, subsidy, at a rate of up to 50 per cent is payable by An Chomhairle Leabharlanna on foot of claims submitted by library authorities. The amount paid in specific library subsidy for the Dublin area in 1989 was £405,736. The amount payable in 1990 will depend on the level of subsidisable costs arising. This, of course, is in addition to the assistance afforded by the rate support grant towards the expenditure of the local authorities generally.
With regard to staffing, the allocation of staffing to the various local authority programme areas and the recruitment of staff where necessary is a matter for determination by each local authority manager within overall numbers employed at the end of 1989.
