Written Answers. - Euratom Treaty Revision.

Question:

44 Mr. Connaughton asked the Minister for Energy whether he has put forward proposals for revision of the Articles of the Euratom Treaty, in view of their defects in protecting the interests of non-nuclear countries.

It has been clear to me for some considerable time that revision of various Articles of the Euratom Treaty is highly desirable. However, any revision of the Treaty would require the unanimous agreement of all Governments and appropriate ratification procedures in each member state. I have to say that I see little prospect at present of agreement on such revision in view of the strongly divergent views of the countries within the EC on nuclear energy and the role of Community institutions. I will continue to avail of every opportunity that presents itself, however, to have the operational provisions under Euratom strengthened in the area of nuclear safety.
