Question:

173 Mrs. T. Ahearn asked the Minister for the Environment if he will outline the relevant factors, mentioned by him to reply to parliamentary question No. 207 of 19 June, 1990, which excluded part of O'Connell Street, Clonmel, County Tipperary from designation under the Urban Renewal Act, 1986; and if he will make a statement on the matter.

Under the Urban Renewal Act, 1986, an area may be declared a designated area where the Minister for the Environment is satisfied that there is a special need to promote urban renewal within it.

While not specified in the Act, relevant factors for this purpose would include the extent of urban decay, conservation considerations, need to redress adverse economic, social or employment conditions, and likelihood/unlikelihood of development under normal market forces.
