Question:

149 Mr. Creed asked the Minister for Agriculture and Food the reasons for the delay in processing an application for a herd number to a person (details supplied) in County Cork; whether this delay resulted in the person being unable to apply for the 1990 cattle headage payments scheme which requires a herd number; and if, in view of all the circumstances, he will approve the person for benefit under the said scheme, for 1990.

The person named made an application for a herd number on 30 August 1990 which was received in the local office on 6 September 1990. He does not have his own land but leases land and confirmation of renewal of the lease was not received until 22 October 1990 at which time a herd number was granted.

As the closing date for applications for the 1990 cattle headage schemes was 3 August 1990, a month before his application for a herd number was received, there is no basis for considering a late application for these schemes. In any event possession of a herd number is not essential when applying for the schemes.
