28 Mr. Spring asked the Minister for Education if, in the interests of equality of access to third level education eligibility, higher education grants in 1990-91 academic year will be based on net rather than on gross parental income; and if she will make a statement on the matter.

43 Mr. Cosgrave asked the Minister for Education if she will review the higher education grants scheme with a view to a more equitable application of the scheme; if she will take into account the hardship caused to families who are forced to educate two or more children together without the assistance of a grant; if she will also consider repayments on mortgages raised on the family dwelling when assessing family income for the purpose of deciding eligibility under the scheme; and if she will make a statement on the matter.

I propose to take Questions Nos. 28, 43, 50, 58, 66 and 71 together.

The terms and operation of the higher education grants scheme are subject to annual review. The question of adjusting income eligibility limits to take account of cases where more than one member of a family is concurrently seeking third level funding will be considered in the context of the 1991 review having regard to, among other things, the availability of Exchequer resources to support the additional expenditure to which the proposal would give rise.

For a candidate to be eligible for the award of a grant the reckonable income of the candidate and of the candidate's parents or guardians shall be within the limits set out from time to time in the higher education grants scheme. For the purpose of the scheme the term "reckonable income" means gross income from all sources, less any sum paid by way of contribution to a superannuation fund, and excluding also children's allowances under the Social Welfare Acts, holiday earnings of the candidate and payments under the family income supplement scheme. I have no plans at present to alter the present arrangements whereby eligibility is assessed on the basis of gross income.
