Mr. Bell
asked the
Minister for Finance
the number of staff in his Department by grade as at 1 November 1987 and 1 November 1990, dedicated exclusively to training in (a) languages and (b) management; the nature of the training available; the number of course participants by grade and Department; the numbers who availed of such services in 1988, 1989 and to date in 1990; whether any changes are planned for 1991; the training and financial relationship which his Department has with the Institute of Public Administration and the Irish Management Institute; and if he will make a statement on the matter.
Responsibility for centralised management and language training in the Civil Service rests with the Civil Service Training Centre (CSTC) of my Department.
The management training provided by the CSTC comprises basic conferences for each grade, which focus on the management role of the grade in question. These conferences are supplemented by a programme of short intensive courses in key management skills such as managing staff and other resources, objective setting and performance measurement and communications skills, designed to improve personal effectiveness. Organisations development projects are also undertaken.
As regards languages, training with a practical work focus is provided in both French and German by the language training unit. Gaeleagras provides training aimed at developing the capability of civil servants to work through Irish.
The information sought by the Deputy in relation to the numbers of staff in the CSTC dedicated exclusively to language and management training at 1 November 1987 and 1 November 1990 and the number of participants who attended language and management training in 1988, 1989 and 1990, to date, is set out in tabular statements which I propose to circulate in the Official Report.
No fundamental changes in the operations of the CSTC are envisaged for 1991. The intention is to continue to develop the services being provided by the centre and to ensure that such services are meeting the specific needs of client Departments.
The Institute of Public Administration (IPA) is a State agency in receipt of a grant-in-aid from my Department. The amount of the grant in 1990 is £994,000. Given its agency status, there is close co-operation between the IPA and my Department; my Department are represented on the board of the institure. In the training area, there is also close co-operation between the IPA and the CSTC on matters affecting staff development in the public service. In addition, the CSTC, from time to time, engage the IPA, on a contract basis, to organise on their behalf specialised training in, for example, the area of financial management. The role of the IPA in Civil Service training is kept under review on an ongoing basis.
There is no direct financial relationship between my Department and the Irish Management Institute (IMI). The IMI are in receipt of an annual subvention from the Department of Labour. The amount of the subvention in 1990 was £350,000. On the training front, there is no special relationship between the CSTC and the IMI.
