Written Answers. - Export Credit Insurance Schemes.

Question:

27 Mr. Byrne asked the Minister for Industry and Commerce when the promised review of the export credit insurance schemes which he told the Irish Exporters Association on 12 October 1990 will take place; the terms of reference of the reviews; who will undertake it; and if he will make a statement on the matter.

The consultancy study of the export credit insurance and finance schemes commenced in the week beginning 19 November 1990. The study will be strategic in nature and as comprehensive as possible and this is reflected in the terms of reference. Accordingly, the consultants have been asked to review and to make recommendations on all aspects of the schemes. They will be required to have particular regard to the suitability of current operational arrangements, the change in competition and Community export credit insurance practices which are likely to follow upon the completion of the Single Market in 1992, and the existing legislative provisions which form the basis for the schemes.

In regard to operational aspects of the schemes, the consultants will examine underwriting and accounting practices, the agency remuneration levels, premium structures, marketing the debt recovery mechanisms.

The firm of Gray Murray and Associates are the consultants carrying out the review.
