Order of Business (Resumed).

My understanding is that all Members of this House are equal, and speeches are normally circulated to all Members. I would ask whether it is the Chair, the Taoiseach or the Minister for Finance who decides who is granted a copy of the budget speech. It is a matter of discourtesy to Members of the House——

Deputy Enright, that point has already been made by one of your colleagues. I can only say it is not a matter for the Chair.

Are we to get up on a point of order and interrupt the Minister when he is on his feet? Should we not resolve the matter now?

Please, there will be no disorder.

What we are doing today is following the precedent of previous years. There was an occasion — it is some time ago — when unfortunately there was a budgetary leak from this House.

I am not making any particular point about that. The tradition is long established that only a restricted number of Members of the House have access to this speech. It is not an ordinary speech but is one which is of very major importance outside the House and advance information about certain things in it could have repercussions outside the House. If there is any wish——

A chairde, you are on television and you should remember that and behave properly.
