Question:

23 Mr. J. Bruton asked the Minister for Foreign Affairs if he will outline the views taken at the CSCE Conference in Paris, about the efforts to obtain recognition as members of the CSCE, by Latvia, Lithuania and Estonia.

At the CSCE Summit meeting in Paris a number of participating states expressed hopes that the aspirations of the Baltic States for self-determination and independence would soon be fulfilled. The issue of their membership and full participation in the CSCE did not arise directly. Decisions at the CSCE are taken by consensus; and it is clear that, at the current time, there would be no consensus that Latvia, Lithuania and Estonia are independent states and eligible to participate, even in an observer capacity.
