Written Answers. - Oireachtas Conditions of Employment.

Question:

105 Mr. M. Higgins asked the Minister for Finance when he will circulate the proposed Bill to give effect to a number of changes concerning the conditions of employment of Oireachtas Members and staff and members of the Government; if he will have preliminary discussion with the party Whips concerning the Bill and its provisions; and if he will make a statement on the matter.

As I have already stated to this House on 11 December 1990, the Government have accepted the recommendations in Reports 30 and 31 of the Review Body on Higher Remuneration in the Public Sector, dealing with allowances to Members of both Houses of the Oireachtas and ministerial pensions. The necessary legislation to implement the changes recommended in the two reports is being prepared and will be introduced in the near future. Discussions can take place as necessary with the Whips on this legislation. Legislation on secretarial assistants involves fundamental considerations affecting members of this House and I think should be considered in the first instance by the Whips.
