Written Answers. - Recycling Used Packaging.

Question:

33 Mr. Barry asked the Minister for the Environment if he will introduce legislation to ensure that by a specific date, for example 31 December 1995, all used packaging regardless of its composition will have to be recycled; and if he will make a statement on the matter.

I am conscious of the need to promote reuse and recycling of products and packaging in the interests of environmental protection and the conservation of resources generally. To this end, the environment action programme set out a number of measures which are being actively pursued by my Department. Significant support for recycling activities is also being provided by the private sector.

EC Commission proposals specifically to encourage recycling of packaging materials and related matters are at a preliminary stage. The possible implications of these proposals, together with any necessary provisions to cater for our particular national circumstances, will be considered in the preparation of new legislation on waste which is proceeding in my Department at present.
