39 Mr. G. O'Sullivan asked the Minister for the Marine when the Sea Pollution Bill, 1990 will become operational; and if he will make a statement on the matter.
The Sea Pollution Bill passed its Final Stage in Dáil Éireann on Tuesday, 11 June 1991, but has yet to pass all Stages in the Seanad and to be signed by the President.
Section 2 of the Bill provides for the Minister to appoint, by order, the day or days on which the Act shall come into operation. Different days may be appointed for different provisions. The Bill also provides for the making of regulations to give effect to the five Annexes comprising the MARPOL Convention and other matters. I would hope to have the major provisions of the Bill in place within a year.
