Written Answers. - Inter-Governmental Conference.

196 Mr. Quinn asked the Minister for Finance if he will give details of the formal or informal written submissions which have been made by his Department to the Inter-Governmental Conference on Economic and Monetary Union since January 1991; if such document or documents will be made available to Dáil Deputies for information and comment; if not, the reason therefor; and if he will make a statement on the matter.

In early January 1991, Ireland presented a formal paper to the Inter-Governmental Conference on economic and monetary union which outlined our general position on a wide range of issues and which contained specific proposals to amend the existing provisions of the Treaty of Rome concerning economic and social cohesion. A copy of that document was placed in the Oireachtas Library last February.

As the discussions in the Inter-Governmental Conference developed, Ireland, like most other member states, tabled further specific proposals whenever it was considered necessary to do so in response to draft texts put before the conference by the Presidency. However, as those proposals were made in the context of continuing negotiations, it would not be appropriate to disclose details concerning them at this stage.

It would not be correct to assume that written submissions are the most effective way of influencing proceedings at the conference. In fact, since the initial papers at the start of the conference, most of the contributions by member states are of an oral nature in response to Presidency drafts and the large measure of agreement already achieved is mainly the result of constructive dialogue.
