Written Answers. - Civil Defence Statistics.

Question:

106 Mr. Ryan asked the Minister for Defence if he will outline in respect of the Civil Defence organisation (1) the amount expended by his Department in each year since 1987, differentiating the provisions as between salaries and allowances for staff employed, directly and indirectly by his Department and that spent on the volunteers in the organisations; (2) the number of volunteers, per region and county, on the active books as at 30 June (a) 1987, (b) 1989, (c) 1991; (3) the number of full-time staff, by grade, who administer and train the organisation as at 30 June (a) 1987, (b) 1989 and (c) 1991; (4) the outcome of the review of the role and training of the organisation which was referred to in Parliamentary Question No. 9 of 19 June 1991; (5) the amount recouped to each local authority in the years (a) 1987, (b) 1989 and (c) 1990; (6) the number, by rank and location, of commissioned officers of the Defence Forces with the Civil Defence; (7) the amount expended on capital equipment since 1987 and the nature of such equipment; and (8) the number of personnel trained in the Civil Defence school in each year since 1987 and the nature of such training; and if he will make a statement on the future of the organisation having regard to its involvement in the civil emergencies, and liaison with the Defence Force.

I would refer the Deputy to the reply given to Parliamentary Question No. 9 on the 19 June 1991.

In addition to its primary role the civil defence organisation also has roles in the national response to a peace-time industrial nuclear accident and in a local response to major accidents and emergencies.

Liaison with the Defence Forces exists through the Observer Corps. The training of organisation is to enable it to cope with its various roles.

The information requested at (1), (2), (3), (5), (6), (7) and (8) is being compiled and will be sent to the Deputy.
