Question:

77 Mr. Belton asked the Minister for Agriculture and Food when a small scale milk producer's cow suckler grant for 1990 will be paid to a person (details supplied) in County Longford; and the reason for the delay in the payment of these particular grants.

This applicant will be paid his grants under the 1990 suckler cow premium scheme for small-scale milk producers shortly.

The reasons for delay in payments under this scheme are as follows: (a) the EC regulations governing this scheme were not finalised until July 1990 after all other cattle scheme applications had been issued in Ireland; (b) those regulations were so complex that discussions with the EC Commission services were necessary this year to ensure that they were being implemented properly in Ireland; (c) there have been some difficulties in obtaining details of the milk quotas owned by certain applicants so that their eligibility for the scheme and the number of cows on which premium could be paid could be established accurately. These problems have been largely resolved now, however, and payment of grants under this scheme should start later this month.
