Written Answers. - Yugoslavian Ceasefire Monitoring Group.

Question:

74 Mr. Garland asked the Minister for Foreign Affairs if he will outline the provisions of the EC treaties under which the ceasefire monitoring group in Yugoslavia was set up.

The decision to organise a monitor mission to Yugoslavia was taken on 5 July 1991 by Ministers of the European Community meeting in European Political Co-operation. The monitor mission was established under memoranda of understanding between the Community and its member states, on the one hand, and the relevant parties in Yugoslavia, on the other. It has the support of the United Nations Security Council and of the CSCE participating states.

The Twelve's efforts to restore peace and stability to Yugoslavia, including the despatching of the monitor mission, are undertaken within the framework of the provisions of the Single European Act relating to European Co-operation in the Sphere of Foreign Policy. These provisions are contained in Title III of the Single European Act.

Title III provides for the joint formulation and implementation of a European foreign policy. It makes provision, inter alia, for co-ordination among member states, for the convergence of their positions and for the implementation of joint action.
