Question:

84 Mr. J. Mitchell asked the Minister for Energy if, in agreement with the Minister for Social Welfare, he will consider introducing a house insulation grant as an alternative to the free fuel allowance; and if he will make a statement on the matter.

I understand from the Minister for Social Welfare that the purpose of the free fuel allowance is to provide assistance, on a means tested basis, to meet the cost of fuel. It would be necessary, therefore, to provide additional Exchequer resources for any house insulation grant scheme and, in current circumstances, there are no plans for such a scheme.

85 Mr. J. Mitchell asked the Minister for Social Welfare if, in conjunction with the Minister for Energy, he will consider introducing insulation grants in lieu of the free fuel allowance.

The free fuel allowance is a weekly cash payment which is intended to help recipients to meet the ongoing cost of fuel. Any grant for the purpose of insulating their homes would have to be in addition to the fuel allowance and there are no plans for such a grant in present circumstances.
