Question:

364 Mr. Boylan asked the Minister for Agriculture and Food when a headage payment will be made to a person (details supplied) in County Cavan in view of the fact that his herd is presently locked up due to TB.

This person's applications for grants under the 1991 cattle and equines headage, suckler cow and special beef premium schemes are being processed at present and payments will issue shortly.

365 Mr. Connaughton asked the Minister for Agriculture and Food the reason a cattle headage grant has not been paid to a person (details supplied) in County Galway, and if his attention has been drawn to the financial hardship caused to farmers by the non-payment of such grants.

This person's application for grants under the 1991 cattle and equines headage, suckle cow and special beef premium scheme are being processed at present and payments will issue shortly.

I appreciate that delay in payment of grants can cause financial hardship to farmers and I have already taken steps to have the outstanding cases paid as soon as possible.

368 Mr. Connaughton asked the Minister for Agriculture and Food the reason a cattle headage grant has not been paid to a person (details supplied) in County Galway, and if his attention has been drawn to the financial hardship caused to farmers by the non-payment of such grants.

This applicant has been paid his 1991 beef cow and suckler cow premium schemes grants already.

He applied for premium on four animals under the 1991 special beef premium scheme. One of these animals was found to have been paid premium already and as a result of this he can only be paid premium on the remaining three animals at 80 per cent of the normal rate. This payment will issue shortly.

369 Mr. J. Fahey asked the Minister for Agriculture and Food when cattle headage and suckler cow grants will be paid to a person (details supplied) in County Waterford.

This person has been requested to submit documentary evidence of when he sold six of the animals listed on his application under the 1991 cattle and equines headage scheme. When he does so his eligibility for payment of grants under that scheme will be considered further.

He has been deemed ineligible for payment of grants under the 1991 special beef premium scheme because no eligible animals were present on his holding when his herd was inspected under the scheme.
He has been deemed ineligible for payment of grants under the 1991 suckler cow premium because he did not maintain the number of animals on which he applied for premium for six months as required under the terms and conditions of the scheme.

370 Mr. Enright asked the Minister for Agriculture and Food if he will expedite payment of suckler cow grants and sheep premiums to a person (details supplied) in County Offaly; if he will outline the progress made to date in regard to his application, and when payment, if any, will be made.

Payments due to this applicant under the 1991 suckler cow premium scheme and the first and second instalments of the 1991 ewe premium scheme have been made already. The third and final instalment of the ewe premium will be paid in March-April when the EC Commission fixes the level of that instalment.

371 Mr. G. Reynolds asked the Minister for Agriculture and Food when a beef premium grant will be paid to a person (details supplied) in County Leitrim, and the reason there has been a long delay in the payment of this.

This person's special beef premium scheme application is being processed and if found to be in order payment will issue shortly.

There is no particular delay in payment.

372 Mr. G. Reynolds asked the Minister for Agriculture and Food when a headage grant will be paid to a person (details supplied) in County Leitrim, and the reason there has been a long delay with regard to this payment.

This applicant's 1991 cattle headage, suckler cow premium and special beef premium schemes grant have been offset against arrears owed by him to the Land Commission.

He did not apply for grants under the 1991 sheep headage scheme.

His 1991 sheep headage scheme grant has been paid already.

376 Mr. Connaughton asked the Minister for Agriculture and Food the reason a headage grant has not been paid to a person (details supplied) in County Galway, and if his attention has been drawn to the hardship caused by the non-payment of this grant.

This person's applications for grants under the 1991 cattle headage and EC suckler cow premium schemes are being processed and if found to be in order payments will issue shortly.

He applied for premium on an ineligible heifer under the EC special beef premium scheme because of this he will be paid at a reduced rate of 80 per cent of premium on the other animals in his application.

There has been no delay in processing the applications in this case.
