Michael Ferris

Question:

100 Mr. Ferris asked the Minister for Agriculture and Food when suckler cow grants will be paid to a person (details supplied) in County Tipperary.

This applicant's 1991 suckler cow premium scheme grant is being processed for payment at present and will be paid shortly.

He has been requested to submit a five-year lease in connection with his application under the 1991 beef cow scheme and when he does so, the question of the payment of grants to him under that scheme will be considered further.

Edward Nealon

Question:

101 Mr. Nealon asked the Minister for Agriculture and Food when headage and suckler cow grants will be paid to a person (details supplied) in County Leitrim.

This applicant has been paid his 1991 cattle headage and suckler cow premium schemes grants already.

John V. Farrelly

Question:

102 Mr. Farrelly asked the Minister for Agriculture and Food if a beef premium will be paid to a person (details supplied) in County Meath, and if he will take into account the fact that this herd was locked up with TB.

This person has been deemed ineligible for payment of grants under the 1991 special beef premium scheme because he did not maintain the number of animals on which he applied for premium for the period required under the terms and conditions of the scheme. The fact that the herd was locked up with TB had no bearing on the undertaking to maintain the animals for the required period in this case.

John V. Farrelly

Question:

103 Mr. Farrelly asked the Minister for Agriculture and Food when a beef subsidy will be paid to a person (details supplied) in County Meath and if he will make a statement on the matter.

This applicant has been requested to submit cattle identity cards in respect of seven animals listed on his application under the 1991 special beef premium scheme. When he does so the question of payment of grants to him under that scheme will be considered further.

Michael Creed

Question:

104 Mr. Creed asked the Minister for Agriculture and Food when a sheep headage grant will be paid to a person (details supplied) in County Cork.

This person's 1991 sheep headage grants are being offset against overpayments made to him in previous years under the sheep headage scheme. In previous years he was given credit for having mountain grazings on which to maintain his sheep but subsequent investigations revealed that he had no such grazings.

Terry Leyden

Question:

109 Mr. Leyden asked the Minister for Agriculture and Food when headage and beef scheme payments will be made to a person (details supplied) in County Roscommon.

Payments due to this applicant under the 1991 sheep headage scheme and first and second instalments of the 1991 ewe premium scheme have been made already. The third and final instalment of the ewe premium scheme will be paid in March-April when the EC Commission fixes the level of that instalment. Payments due to him under the 1991 cattle and equines headage, suckler cow and special beef premium schemes have been made already.

Terry Leyden

Question:

110 Mr. Leyden asked the Minister for Agriculture and Food when payment of a beef premium will be made to a person (details supplied) in County Roscommon.

Payments due to this applicant under the 1991 special beef premium scheme has been made already.

Bernard J. Durkan

Question:

112 Mr. Durkan asked the Minister for Agriculture and Food the current position in relation to the number of beef premiums and ewe premiums with particular reference to the numbers already paid, pending and rejected; when he expects those pending to be paid, and if he will make a statement on the matter.

The number of ewe premium applicants paid the first and second instalments of the 1991 ewe premium is approximately 52,000 out of 53,000 applicants. The balance involves claims under query which have not been answered satisfactorily by the farmers involved. The third and final instalment will be paid as soon as the EC Commission fixes the amount of that instalment later this month or in April.

The number of special beef premium scheme applicants already paid is 60,500. There are approximately 16,000 cases pending payment and it is expected that these will be paid shortly. A further 14,000 applications are the subject of review in the light of recommendations made by a departmental task force and accepted by me. The majority of these should be cleared for payment by the end of March.
