Question:

99 Mr. Farrelly asked the Minister for the Marine if he will consider extending free salmon licences for 1992 to those people who had licences in 1991; whether he will make a regulation allowing these people to comply with the Salmon Licence Duty (Refund) Regulations, 1991; and if he will make a statement on the matter.

There is no provision in the relevant legislation which would allow me to make regulations to enable the fishery boards to give free salmon licences for 1992 to those who held such licences in 1991. Neither is it open to me (for legal reasons) to vary the previous regulations that were made by my predecessor.
