135 Mr. F. Fahey asked the Minister for Agriculture and Food if he will renegotiate the conditions of the EC funded special beef premium scheme so that farmers who make a genuine mistake in completing their application form are not totally debarred from grant aid under this scheme.

I am asking the EC Commission to change the rules of this scheme so as to simplify its administrative arrangements and make the penalties under it more commensurate with any offences committed.
