Question:

88 Miss Flaherty asked the Minister for Energy if he will outline the reasons he believes that it is inappropriate for his Department to publish a clearly stated policy.

The key energy policy objectives of my Department have, in fact, been clearly stated in the National Development Plan 1989-1993 and in the Programme for Government.

As I have stated previously, I do not think that the publication of a more extensive policy document would be appropriate since it would neither change the policy objectives nor enable them to be achieved more effectively. The energy sector is highly vulnerable to sudden changes and I believe that the emphasis must continue to be on directing scarce resources in a pragmatic way.
