68 Mr. Allen asked the Minister for Agriculture and Food if he proposes to introduce a horse licence in order to facilitate easy identification of wandering animals.

Question:

314 Mr. O'Shea asked the Minister for Agriculture and Food if his attention has been drawn to the problems being caused by wandering horses in urban areas; when he intends to introduce legislation so that the problem can be effectively dealt with by the authorities; and if he will make a statement on the matter.

I propose to take Questions Nos. 68 and 314 together.

The issue of wandering animals is dealt with under the Animals Act, 1985. I have no plans for the introduction of a horse licence for the purpose outlined.

In the context of the Single Market, I am examining EC veterinary rules which provide for the registration of holdings and identification of animals, including horses, which are subject to intra-Community trade. While these rules are primarily aimed at veterinary control and trade, they may to some extent be of assistance to those authorities responsible for dealing with wandering animals.
