Question:

30 Mrs. Taylor-Quinn asked the Minister for Industry and Commerce if he will outline the effect the EC's announced intention to change R & D policy will have on Irish industry; his views on whether it will lead to job increases within Ireland; and whether we are well positioned to avail of the shift in focus.

Changes in EC policy on Research and Development can only be brought about following agreement between the Council of Ministers, the Commission and the European Parliament. In addition, the Council of Minister require the unanimous agreement of all member states for policy changes.

The Community is now beginning the process of negotiating a Fourth Framework Programme for the period 1994-98. As part of this process, the Commission has circulated a document entitled "Research after Maastricht: An Assessment. A Strategy". This paper sets out the Commission's view of the possible implications of the Maastricht Treaty for EC research policy including its initial thinking for a Fourth Framework Programme and a topping up arrangement for funding the Third Framework Programme until the Fourth Framework Programme comes on stream. We do not expect the Commission to come forward with its final proposals until July this year. In the circumstances, it is unlikely that there will be any change in EC R & D policy in the immediate future.
