Written Answers. - Unemployed Persons' Statistics.

Question:

63 Mr. Callely asked the Taoiseach his views on whether a detailed breakdown of unemployed persons' statistics such as age, sex, profession, trade or skill, previous occupation, and previous and present address would be beneficial as this would give a clear picture of the unemployed and could identify specific areas for address; and if he will make a statement on the matter.

It is desirable that as full an analysis as possible is available of unemployed persons. At present there are three major sources for such analysis.

(1) The monthly area analysis of the Live Register count, published by the Central Statistics Office, provides details of the numbers registering at each of the 128 Local Employment Offices throughout the country, classified by broad age group and sex. The methodology used in compiling these figures does not make them amenable to classification by area of residence of those on the Live Register. The Department of Social Welfare is at present in the process of compiling a previous history and occupational analysis of new registrants.

(2) The results of the annual Labour Force Surveys, which are carried out in all member states of the EC using a common methodology, enable unemployed persons to be classified,inter alia, according to age, sex, previous occupation (in the case of those who have lost or given up their previous job) and area of usual residence at the time of the survey and one year previously. However, because the Labour Force Survey is a sample inquiry, covering approximately one in twenty households in the State, the lowest level at which these data can be published is planning region.
(3) The results of the five yearly Census of Population enable the relevant tabular data, as set out in (2), to be provided at the level of DED/Ward.
Overall, I am satisfied that the current sources of unemployment data provide sufficient information for analytical purposes.
