Fishery Harbour Centres (Amendment) Bill, 1992: Committee and Final Stages.

SECTION 2.

I move amendment No. 1:

In page 2, between lines 24 and 25, to insert the following subsection:

"(4) Where a vessel anchors or passes through Castletownbere Fishery Harbour Centre on a voyage in the course of which harbour rates or other charges have been paid or have or will become payable to the Bantry Bay Harbour Commissioners in relation to the vessel or its passengers or cargo, harbour rates or other charges shall not be payable in respect of the anchoring or passage aforesaid.".

The purpose of this amendment is to prevent difficulties arising. This amendment will ensure that Castletownbere Fishery Harbour Centre will be able to deal with the small volume of commercial traffic which enters the harbour without interfering with a ship which is anchored in deep water in a stretch of the sound over which they have control and which has paid charges to Bantry Bay Harbour Commissioners. Apparently this happens from time to time. I commend the amendment to the House.

This is a sensible amendment. I wonder if it defines clearly the responsibilities of Bantry Bay Harbour Commissioners and those of Castletownbere Fishery Harbour Centre and if a situation could arise where both would claim harbour rates at the one time.

That is the purpose of the amendment and it ought to resolve the problem. I foresee no problems since Deputy Sheehan is also a member of Bantry Bay Harbour Commissioners. I am sure they can resolve it among themselves.

I agree with the amendment which is both sensible and important. I hope that one day we will again see tankers in Bantry Bay. In addition, the amendment caters for the cruise liners that occasionally enter the bay. I am sure however that Castletownbere Fishery Harbour Centre do not want to collect dues from these; only from the trawlers.
