Question:

27 Mr. J. Bruton asked the Minister for Labour the persons he or his predecessor has appointed to boards of State agencies since the terms of review of the joint Programme for Government was agreed on 18 October 1991; if, in respect of each such appointee, he will outline whether he/she has made and signed a declaration in respect of any interests relevant to their membership of such bodies; and, if so, whether such declaration may be inspected by members of the public and where.

There have been seven appointments to the boards of State agencies under my Department's aegis since 18 October 1991, as follows: one appointment to the board of FÁS, three appointments to the board of Irish Labour Training Services, and three appointments to the Council of CERT.

The Department of Finance has drawn up guidelines for State bodies, which I have brought to the attention of all boards which come under my Department's remit. These guidelines provide procedures for disclosure of interests by members of State boards. The procedures require a member, on appointment, to furnish the secretary of the body concerned with details relating to his employment and all other business interests including shareholdings, professional relationships etc.
The details of the declaration of interests are confidential and are not available to the public for inspection.
