Question:

78 Mr. Callely asked the Minister for the Environment if he will outline the progress, if any, which has been made to introduce regulations for all motor vehicles making the use of daytime lights compulsory, in an effort to improve road safety; and if he will make a statement on the matter.

I understand that a research project on the effectiveness of daytime running lamps on motor vehicles is being undertaken in the Benelux countries and that the EC Commission is awaiting the outcome of this before deciding whether to propose a directive on the compulsory fitment and use of such lamps in all member states. In the circumstances, I do not propose to proceed with the making of national regulations in the short term.
