Written Answers. - Public Servants' Allowances.

Question:

113 Mr. Quinn asked the Minister for Finance if allowances payable for (1) night duty (2) weekend and (3) public holiday working are reckonable for pension purposes for any public servants; if so, if he will list the public servants who receive this right; the reason members of the Garda Síochána are not included; and if he will make a statement on the matter.

In so far as the Civil Service is concerned, the allowances in question are reckonable for pension purposes. While there is not an exhaustive list of other public sector areas where they are reckonable, I am aware that they are reckonable in areas such as the local authorities and health boards.

The current position in relation to reckonability of allowances generally for members of the Garda Síochána was determined in the context of Report No. 15 of the Garda Arbitration Board in 1983. In making that report, the Board was aware of the position in the Civil Service, local authorities and health boards. I understand that a claim for reckonability of these allowances is currently the subject of discussions at the Garda Conciliation Council.
