Tom Enright

Question:

391 Mr. Enright asked the Minister for Agriculture and Food the position on the review of the beef premium scheme application by a person (details supplied) in County Offaly; and whether the applicant can be paid any grant under this scheme.

At an on-farm inspection on 8 August 1991, the person named failed to present two of the 22 animals on which he applied for grants under the 1991 special beef premium scheme and he informed the Inspecting Officer that they were females. While his case has been reviewed he is ineligible for grants under the 1991 scheme in accordance with the EC Regulations and he is also debarred from the Scheme for 12 months from 8 August 1991.

Austin Deasy

Question:

392 Mr. Deasy asked the Minister for Agriculture and Food the reason for the delay in payment of the 1992 sheep subsidy and final payment of the 1991 sheep subsidy to a person (details supplied) in County Waterford; and when payment of same will issue.

The first, second and third instalments of the 1991 ewe premium have already been paid to the person named. Due to an amalgamation of herd numbers payment of the first instalment of the 1992 ewe premium was delayed. This matter has now been rectified and the first instalment will be paid shortly.

Question:

393 Mr. Farrelly asked the Minister for Agriculture and Food whether farmers who plant their land under his Department's scheme are entitled to the suckler premium and the exact position regarding same; if they are eligible, the rate and for how many years it is applicable; and if he will make a statement on the matter.

There is no grant scheme in operation in my Department at present for the planting of trees. I assume, therefore, that the Deputy is referring to the scheme which is administered by the Department of Energy.

Under the present arrangements, the planting of trees under this scheme does not affect a person's entitlement to suckler cow premium scheme grants. However, under the new arrangement for the suckler cow scheme which will apply from 1 January 1993 grants may be restricted if the stocking levels on an applicant's holdings exceed certain limits. Land planted with trees will be excluded from the forage area of holdings when calculating the stocking density. The stocking limits will be:
3.5 livestock units per hectare in 1993
3.0 livestock units per hectare in 1994
2.5 livestock units per hectare in 1995
2.0 livestock units per hectare in 1996 and subsequent years.
The rates of payment under the Suckler Cow Premium Scheme will be:
£79.09 per cow for 1993
£101.59 per cow for 1994
£123.03 per cow for 1995 and subsequent years.
