Question:

398 Mr. Yates asked the Minister for Agriculture and Food when an agricultural installation premium payment will be made to a person (details supplied) in County Wexford; if he will confirm that the file has now gone to Cavan for payment; and if he will expedite same.

The applicant in this case has been deemed eligible under the scheme and payment will be made within the next three to four weeks.

400 Mr. Yates asked the Minister for Agriculture and Food the situation in relation to the availability of the slaughter premium payment for 1993, as was promised at the time of Common Agricultural Policy reform proposals; if he will outline who will obtain the premium and when it will be payable; and if he will make a statement on the matter.

The deseasonalisation premium of £52.73 which I negotiated during the recent reform of the beef sector will be payable on male bovine animals slaughtered during the period 1 January to 30 April next year. It will also be payable subsequently in any year provided slaughterings of male bovine animals, in the period 1 September to 30 November of the second preceding year exceed 40 per cent of total slaughterings of male bovine animals in that second preceding year.

The deseasonalisation premium will be paid to the producer on those animals in respect of which the special beef premium has already been paid.

Detailed rules for the implementation of the entire new premium system are currently being formulated in the framework of the EC Beef Management Committee.
