Written Answers. - Moneylending Directive.

Question:

196 Mr. Callely asked the Minister for Enterprise and Employment the present position in relation to EC Directives on money lending; if Ireland has adhered to the Directive; and if he will make a statement on the matter.

The Attorney General is at present preparing a Bill to give effect to EC Council Directive 87/102/EEC on Consumer Credit.

The Bill will provide for effective and wide-ranging controls on most forms of credit and in particular provide an enhanced level of protection for the consumer in relation to

—the content of credit advertisements and credit agreement;

—early repayment and prohibition of increased charges in the event of default;

—the regulation of moneylending in all aspects, with extensive new information and enforcement powers being granted to the Director of Consumer Affairs.
