Written Answers. - Hazardous Substances Shipment.

Question:

292 Mr. Allen asked the Minister for the Marine if he proposes to introduce new regulations aimed at increasing information on the shipment of hazardous substances and pollutants around our coast; and if he will enforce rigorous radio and electronic information systems which would make skippers liable to report to this country on the nature of cargoes.

I am pressing for the early introduction by the Community of proposed measures for mandatory notification procedures and vessel traffic management systems for all ships carrying hazardous cargoes in Community waters. In the interim, I am reviewing the scope for additional national reporting and monitoring systems to cover the operations and movements of tankers and other ships that pose a pollution threat to our coastline.
