Written Answers. - Job Creation Measures.

Question:

65 Mr. Durkan asked the Minister for Enterprise and Employment the measures, if any, he proposes to take to reduce the loss of existing jobs and increase the creation of nett new jobs; the number of nett new jobs he expects to be created by the end of the year; and if he will make a statement on the matter.

Decisions in relation to job losses among existing firms are ultimately a matter for management in consultation with the workers concerned. At the same time, however, it is envisaged that the establishment of more systematic arrangements for the provision of advice to firms experiencing difficulties will be influential in protecting jobs in such firms. The Programme for a Partnership Government provides for the establishment of an Employment Protection Unit to provide advisory services to small firms experiencing difficulties and to firms seeking to develop their growth potential.

The employment targets under theProgramme for Economic and Social Progress aim to create 20,000 gross new jobs in manufacturing and international services each year over the period of the programme. It is expected that this rate of job creation should be achieved in 1993.

67 Mr. Durkan asked the Minister for Enterprise and Employment the number and possible location of the temporary jobs he proposes to create in 1993; and if he will make a statement on the matter.

I propose to take Questions Nos. 66 and 67 together.

The Social Employment Scheme is the main manpower intervention under the aegis of my Department through which temporary opportunities are provided for persons who are unemployed. The scheme will provide opportunities lasting one year for an average of 13,500 long term unemployed people throughout 1993. Around 5,000 young people under 25 years of age will participate in Teamwork and the Community Youth Training Programme on projects lasting between 6 and 12 months.

The actual location of these opportunities is a day to day matter for FÁS.
