Question:

122 Mr. J. Mitchell asked the Minister for Education if her attention has been drawn to any primary school in Dublin 7 area which is so short of resources that they require pupils to bring along toilet rolls to school; if so, if she will make the necessary additional resources available to the school or schools concerned so that basic requirements are provided; and if she will make a statement on the matter.

The Boards of Management of the individual schools are charged with the responsibility of direct government of the school and consequently with making decisions regarding the day to day operation of the school.

My Department operates a capitation grant scheme which provides funds towards the maintenance and running costs in primary schools. This grant is not meant to meet the running costs in full and a local contribution towards the operating expenses equivalent to 25 per cent of the State capitation grant should be lodged each year in the school bank account.

The Deputy may be aware that I have obtained a substantial increase in the level of capitation grant payable to primary schools for 1993 and my Department will be in contact with school regarding the increase in the near future.
