Question:

144 Mr. N. Ahern asked the Minister for the Environment the relevant Act or regulations under which a full driving licence is issued after a certificate of competency has been awarded; and whether a licensing authority has discretion in allowing a full licence after the two year period has passed.

Part III of the Road Traffic Act, 1961 and the Road Traffic (Licensing of Drivers) Regulations, 1989 to 1993 made under that Act govern the issue of driving licences. Licensing authorities have no discretion to extend the two year period in question.
