Written Answers. - Major Accident Plans.

Question:

163 Mr. E. Kenny asked the Minister for the Environment the names of the local authorities that have carried out a review and test of their major accident plans in the past year; if he has satisfied himself that the relevant agencies are in a position to cope with major emergencies; and if he will make a statement on the matter.

Local authorities are not required to report to my Department the action taken by them to review or test their plans for dealing with major emergencies. However, information available in my Department indicates that, in the past year or so, reviews were either completed or were being carried out by the great majority of the county councils and county borough corporations, and that exercises of various types to test their plans were undertaken by Dublin, Dún Laoghaire and Waterford Corporations and Dublin, Kerry, Limerick, Offaly, Roscommon, Wexford and Wicklow County Councils.

Since 1985, the main emergency services — local authorities, health boards and Gardaí — have put in place major emergency plans based on a common framework for co-ordinated response. The contents of the plans are generic in character and are therefore capable of being applied to all types of emergencies.
