Written Answers. - Under-age Drinking.

137 Mr. E. Kenny asked the Minister for Justice her views on the increase in under-age drinking; the proposals, if any, she has to deal with this problem; and if she will make a statement on the matter.

I am very concerned with all aspects of the problem of under-age drinking and all possible steps are being taken to keep the problem under control.

A wide range of controls designed to tackle the problem of under-age drinking were included in the Intoxicating Liquor Act, 1988. In essence, the Act is designed to make it as difficult as possible for persons under 18 years of age to lawfully purchase alcohol, or to be in possession of it or to consume it other than in a private residence.

I am continuing to monitor carefully the operation of the controls contained in the Act. Overall there are some indications that the controls are having the desired effect.

However, legislation alone cannot be expected to solve the problem of under-age drinking. A broader approach, having regard to the social, cultural and economic factors involved, is required. It is for this reason that I am anxious to promote and encourage the idea of community based initiatives and I have encouraged the Garda Síochána to become involved in organising and assisting such local initiatives. The Garda in co-operation with local groups are playing a prominent role in organising local Programmes to deal with the abuse of alcohol and other substances by young people and they are willing to help with such local initiatives wherever these are contemplated. In this context I would mention there were 47 voluntary identity card schemes in operation throughout the country last year.
Education of young people about alcohol is also very important and in this regard I would refer the Deputy to the information provided by my colleague the Minister for Health in his reply to a question by Deputy Connor yesterday.
