Order of Business.

It is proposed to take Nos. 7, 5 and 9. It is also proposed, notwithstanding anything in Standing Orders, that: (1) No. 7 shall be decided without debate; (2) the Second Stage of No. 5 shall be taken today and the following arrangements shall apply in relation to the debate: (i) the opening speech of the Minister and of the main spokespersons for the Fine Gael Party, the Progressive Democrats Party and the Technical Group shall not exceed 30 minutes in each case; (ii) the speech of other Members called on shall not exceed 20 minutes; and (iii) the speech in reply by a Minister or Minister of State shall not exceed 15 minutes. (3) in the case of the resumed debate on No. 9, the speech of each Member called on shall not exceed 20 minutes.

Private Members' Business shall be No. 17, motion 3.

Is the proposal that item No. 7 be decided without debate satisfactory and agreed? Agreed.

In respect of item No. 5 are the proposals for dealing with that item satisfactory and agreed? Agreed.

Are the proposals for dealing with item No. 9 — the resumption of the budget debate — satisfactory and agreed? Agreed.

There is nothing arising on the Order of Business——

I am not to be surprised.

I hate to spoil the day, a Cheann Comhairle, but, in the absence of any more substantial matter, may I ask the Taoiseach when he will consider filling the two jobs at present in the pipeline for this House by moving the writ for the two by-elections that are pending?

The Deputy might table a question on the matter.
