Written Answers. - UN Role in Angola.

Question:

71 Mr. Connor asked the Tánaiste and Minister for Foreign Affairs if he supports a mandate for the United Nations in Angola that will allow the organisation a meaningful and appropriate role in bringing about a ceasefire and an end to the civil war now raging in that country costing thousands of lives; and if he will make a statement on our position in relation to the tragic situation in that country.

I support a mandate for the United Nations which would help bring about a cease-fire and an end to the civil war which is killing thousands of Angolans.

A few days ago, on 12 March, the UN Security Council adopted Resolution 811, its second resolution on the situation in Angola in 1993. It was a strong resolution. The Security Council condemned the persistent violations by UNITA of the major provisions of the Bicesse Peace Accords and UNITA's failure to fulfil its commitment to send a delegation to Addis Ababa to take part in peace talks under the United Nations. It also noted the Angolan Government's readiness to pursue negotiations to bring the resurgent civil war to an end.

The Resolution strongly demanded an immediate cease-fire throughout the country and the resumption without delay of meaningful dialogue under United Nations auspices so that a clear time-table for the completion of the implementation of the Bicesse Peace Accords might be established.

The Security Council further demanded that the two parties, particularly UNITA, produce early evidence, not later than 30 March 1993, that real progress has been made towards the implementation of the Bicesse Peace Accords.

The Secretary-General is asked to seek to organise a meeting between the Government of Angola and UNITA at the highest level possible to take place before 30 April 1993. Both parties are encouraged to respond positively.

The Security Council also decided to remain seized of the matter.

The Government fully endorse the Resolution of the Security Council and will, together with EC partners, use every occasion to reiterate its message and encourage both sides to seek peace and reconciliation. Both parties must respect the Bicesse Peace Accords, which they both signed.
