Séamus Hughes

Question:

178 Mr. Hughes asked the Minister for Agriculture, Food and Forestry when a headage, suckler cow and beef premium grant will be paid to a person (details supplied) in County Mayo; and if he will make a statement on the matter.

This person was paid his grants under the 1992 cattle and equines headage, suckler cow and June 1992 special beef premium schemes in mid March 1993. His December 1992 application for grants under the special beef premium scheme will be processed as soon as possible.

179 Mr. Boylan asked the Minister for Agriculture, Food and Forestry the reason full headage and premium payments were not made to a person (details supplied) in County Cavan; and if he will make a statement on the matter.

The person named applied for and was paid grants under the 1989 beef cow and suckler cow premium schemes even though he was a milk producer and ineligible for the schemes. His 1992 special beef premium scheme grant was off-set against part of the overpayment, leaving a balance of £55 due. He did not apply for grants under the 1992 beef cow, suckler cow premium or any of the sheep schemes.

180 Mr. Boylan asked the Minister for Agriculture, Food and Forestry the reason full headage and premium payments were not made to a person (details supplied) in County Cavan; and if he will make a statement on the matter.

Under EC Regulations governing the suckler cow premium scheme for small scale milk producers the registered owner of the herd number quoted, who is not the person named, was deemed to need eight cows to produce his milk quota of 5,330 gallons. Since he listed a total of nine cows on his application he was entitled only to a grant on one cow and this was paid at the end of December 1992. He was restricted to a small degree on the beef cow element of his 1992 cattle headage scheme on account of the limit of £36.27 payable per forage acre devoted to beef cows.

He was paid his 1992 special beef premium scheme grant at the end of December 1992.

181 Mr. Boylan asked the Minister for Agriculture, Food and Forestry when headage and premium grants will be paid to a person (details supplied) in County Cavan; and if he will make a statement on the matter.

The applications of the person named for grants under the 1992 cattle headage and suckler cow premium schemes are being processed at present and if found in order payments will issue shortly.

He applied for grants on eight animals under the 1992 special beef premium scheme but presented only six at inspection. One of the missing animals was female and a satisfactory explantion has not been given by the herd owner for the absence of the other. Under EC Regulations governing the scheme no grants are payable for 1992 and the person named is debarred from the scheme for 12 months from 29 September 1992.

182 Mr. Boylan asked the Minister for Agriculture, Food and Forestry when headage and premium grants will be paid to a person (details supplied) and the reason for the delay in this case as payment had been promised some months ago.

The application of the person named for grants under the 1992 special beef premium scheme was rejected by computer at validation stage. The error is being dealt with at present and when it is resolved the application will be processed further and if found in order payment will then be made.

His application for grants under the 1992 cattle headage scheme is also being processed at present and if found in order payment will be made shortly. Delay in payment in this case is due to an oversight. He did not apply for grants under the 1992 suckler cow premium scheme.

183 Mr. Boylan asked the Minister for Agriculture, Food and Forestry when the remainder of sheep headage and premium grants will be paid to a person (details supplied) in County Cavan; and the reason these grants were not paid in full.

Grants due to the person named under the 1992 sheep headage scheme were paid in October 1992.

He is not eligible for any payment under the 1992 ewe premium scheme as he lost three of the 18 ewes applied for and did not notify the Department in writing, within ten days of the discovery of these losses, in accordance with the terms and conditions of the scheme. My Department will be making arrangements to have the advance ewe premium payment of £166.95 which he received in July 1992 recouped from future grants due to him.

184 Mr. E. Kenny asked the Minister for Agriculture, Food and Forestry when cattle headage grants will be paid to a person (details supplied) in County Mayo.

This person was paid her grants under the 1992 cattle and equines headage in mid-December 1992 and the June 1992 special beef premium scheme in early March 1993. She did not apply for grants under the 1992 suckler cow scheme or the special beef premium scheme in the December 1992 application period.

185 Mr. Moynihan asked the Minister for Agriculture, Food and Forestry when payment of a farm modernisation grant will be made to a person (details supplied) in County Cork.

This grant will be paid inside the next four weeks.

186 Mr. Creed asked the Minister for Agriculture, Food and Forestry when a cattle headage grant will be paid to a person (details supplied) in County Cork.

The application of the person named for granted under the 1992 cattle headage scheme is being processed at present and if found in order payment will be made shortly.

187 Mr. L. Burke asked the Minister for Agriculture, Food and Forestry the reason for the delay in payment of suckler cow and beef premium grants to a person (details supplied) in County Cork; and when payment will issue.

Further investigation is necessary in this case before a decision can be made as to the eligibility of the person named for grants under the 1991 suckler cow premium scheme. His December 1992 application for grants under the special beef premium will be processed as soon as possible.

188 Mr. Nealon asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Sligo will be paid a sheep headage grant and the second payment of a ewe premium for 1992.

Payment of the second and third instalments of the 1992 ewe premium was made to the person named in the last few days and payment of his sheep headage grants will be made shortly.

189 Mr. Nealon asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Sligo will be paid cattle headage, beef premium and suckler cow grants in respect of 1992.

The applications of the person named for grants under the 1992 cattle and equines headage, suckler cow and June 1992 special beef premium schemes are being processed at present and if found in order payments will be made shortly. His December 1992 application for grants under the special beef premium scheme will be processed as soon as possible.

190 Mr. Carey asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Clare will be paid a beef premium; and when the file was passed from the Ennis office of his Department.

This person was paid his grants under the June 1992 special beef premium scheme in late March 1993. The relevant file was passed from the Ennis office on 16 December 1992. His December 1992 application for grants under the special beef premium scheme will be processed as soon as possible.

John O'Donoghue

192 Mr. O'Donoghue asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Kerry will receive a farm improvement grant; and if he will make a statement on the matter.

There is no record of an application from the person mentioned for the farm improvement programme.
