Written Answers. - Port Handling of Dangerous Cargoes.

Question:

45 Mr. Barry asked the Minister for the Marine the regulations if any, which are in force governing the loading of dangerous cargoes at our ports; and if he will make a statement on the matter.

The entry of cargo vessels into Irish ports is a matter for the relevant harbour authorities. The bye-laws of the various harbour authorities contain general provisions in relation to goods of a hazardous nature carried on ships entering their ports. In the case of Dublin Port, Limerick Harbour and Waterford Harbour special bye-laws relating to the loading, unloading, handling, storage and distribution of dangerous goods at the harbour are in force. These bye-laws provide, inter alia, for advance written notification of not less than 48 hours to the harbour master prior to the entry of vessels having such goods on board. Similar bye-laws for Cork Harbour are in course of preparation. It is intended to pursue the desirability of introducing bye-laws in this area with other harbours.
