Question:

108 Mr. Flood asked the Minister for Justice if the Garda Commissioner is in a position to make temporary rules applying restrictions on the parking of large vehicles in urban areas with particular reference to the Dublin area.

I am informed by the Garda authorities that the Garda Commissioner considers that the most appropriate way of controlling the parking of large commercial vehicles in residential areas is for him to make by-laws under the relevant provisions of the Road Traffic Acts. Such by-laws can be made only after consultation with the local authority concerned and with the consent of the Minister for the Environment.

I understand that there are a number of practical problems to be dealt with before the by-laws in question can be made. However, these problems are being currently addressed by the Commissioner.
