Question:

88 Mr. Callely asked the Minister for Justice if she will give the breakdown of the number of tickets issued for motoring offences in the years 1990, 1991 and 1992; the number of fines still outstanding for these offences; the views, if any, she has on a system of debiting fines of this nature against the tax book of the vehicle which would require to be cleared before tax renewal or change of ownership; and if she will make a statement on the matter.

I am informed by the Garda authorities that the information requested is as follows:

Figures for 1992 are not yet available and it is not possible to state the number of on-the-spot fines outstanding for either 1990 or 1991.
As regards the suggestion that the renewal of motor tax or change of ownership of a vehicle be dependent on clearance of any outstanding on-the-spot fines is concerned, the position is that this is primarily a matter which would fall to be considered by the Minister for the Environment.
