Written Answers. - Defence Forces Promotion.

Question:

160 Mr. Creed asked the Minister for Defence the procedures involved in securing promotion in the Defence Forces.

The promotion procedures which apply in the case of officers of the Permanent Defence Force are set out in detail in Defence Force Regulations A15. The corresponding arrangements for noncommissioned personnel are contained in Defence Force Regulations A10 and associated administrative instructions. A summary of the principal provisions is set out as follows.

In general promotions to fill vacancies in the ranks of Commandant or above (including Brigadier General) are effected by the Minister on recommendations made through the new merit system the principal feature of which is the setting up of promotion boards to assess and interview candidates in relation to prescribed criteria. There is, however, separate provision for promotion within a fixed period for junior officers up to the rank of Captain and for professional officers up to the rank of Commandant, subject to suitability. The Regulations provide for the promotion of Privates to the rank of Corporal subject to the completion of certain courses and to fulfilment of certain requirements in relation to conduct and medical condition. Promotion within non-commissioned officer ranks is effected by the Adjutant General normally on the basis of recommendations by selection interview boards. Candidates for interview must be recommended by their Commanding Officer and have completed prescribed courses. Other relevant factors taken into account are seniority, suitability, conduct, health, overseas service and experience.

Arrangements relating to promotion come within the scope of the conciliation structure which has been established for the representative associations in the Defence Forces.
