Question:

252 Mr. Deenihan asked the Minister for Tourism and Trade if grant aid will be available for hostel accommodation under the next operational programme for Structural Funds from 1993 to 1997.

The Government is currently preparing a national Development Plan for submission to the EC Commission in the context of the next round of EC Structural Funds. However it will be some months yet before decisions are taken by the Government and the EC Commission on the specific areas, including tourist activities which will qualify for grant aid under operational programmes for the period to 1997.

Question:

253 Mr. Noonan (Limerick East) asked the Minister for Transport, Energy and Communications if his attention has been drawn to the concerns of the Irish Hauliers Association in respect of the enforcement of the law as it applies to the road haulage sector; if there has been any discussion with the Department of Justice in respect of such enforcement; and if he will make a statement on the matter.

I am aware of the concerns of the Irish Road Haulage Association. As recently as last week, the Minister of State in my Department held discussions with representatives of the association. At that meeting, the representatives were informed that enforcement in relation to alleged illegal haulage and breaches of drivers hours regulations is pursued diligently by transport officers of my Department and by the gardaí. It was also indicated to the association's representatives that consideration is being given to the introduction of legislation which would provide enhanced powers to the gardaí in relation to breaches of road haulage regulations.

The association have also been requested by the Minister of State to make a submission to him outlining issue of concern to their members in advance of the finalisation of any draft legislation.
I have had to date no direct contact with the Minister for Justice in this matter. However, there are continuous contacts between officials of both Departments and the gardaí and these will continue in the course of the development of the legislative proposals. Should the need arise for either myself or my Minister of State to meet the Minister for Justice on these issues, we will do so.
